The Registrar of the Scholarships Secretariat, Mr Alex Asafo-Agyei, has confirmed the arrest of seven individuals linked to alleged scholarship fraud.
Speaking on The Citizen’s Show hosted by Nana Kwabena Bobie Ansah on Accra 100.5 FM on Wednesday, October 1, 2025, Mr. Asafo-Agyei disclosed that the arrests were made as part of ongoing investigations into fraudulent activities that took place under the tenure of former Registrar, Kingsley Agyemang.
According to him, while some suspects remain in custody, others have been granted bail and are required to report weekly to the National Investigations Bureau (NIB) to assist with further investigations every Wednesday of the week.
He explained that some of the arrests took place on the premises of the Secretariat, while others were tracked down in their hideouts.
Mr. Asafo-Agyei added that certain civil servants connected to the case are now serving as prosecution witnesses to help secure convictions.
He assured the public that all those implicated will be arraigned before the courts soon, in line with President Mahama’s ‘reset agenda’.
He further revealed that some of the individuals involved are well-known figures who held positions within political parties. Expressing concern, he noted that the scholarship scheme, which was intended to benefit brilliant but needy students, was instead abused for personal and political gains.
“The scheme was practically sold to people who could afford it, and in some cases, used for visa racketeering during the immediate past administration of former President Nana Addo Dankwa Akufo-Addo and former Vice President Dr. Mahamudu Bawumia,” he alleged.
The Registrar lamented the financial burden the Secretariat now faces as a result of the scandal.
He revealed that in the United Kingdom alone, the Secretariat owes schools approximately GH₵1 million, with additional debts recorded in the United States, Canada, Brunei, and Algeria.
Mr. Asafo-Agyei stressed that the current leadership of the Secretariat is committed to restoring integrity to the scholarship scheme and ensuring it truly serves students in need.
