The Kumasi Metropolitan Assembly (KMA) has responded to a formal information request made under the Right to Information Act, 2019 (Act 989), by Mr. Kwadwo Owusu, a journalist with Kumasimail in the Ashanti Region, concerning details of the Krofrom Market Reconstruction Project.
Mr. Owusu, in a letter dated September 10, 2025, sought specific information about the project including the name of the contractor, the total contract amount, the criteria used in awarding the contract, and the approved design or plan for the market’s reconstruction.
In its official reply, the Assembly, through Frangis Dwira Darko, the Metro Coordinating Director, acknowledged receipt of the request and explained that a comprehensive document addressing the matter is currently being finalized.
According to the response, the Assembly intends to publish and release the full report into the public domain once preparations are complete. Citing Section 22(a) of the RTI Act, 2019 (Act 989), the Assembly stated that it is within its right to defer access to the requested information until the official publication is made.

a. which is required to be published within ninety days from the date of of the application or the transfer.
The KMA expressed appreciation for the inquiry and assured the requester that the information will be made available after the publication process concludes.
