The Government of Ghana has formally endorsed and accepted all the findings and recommendations contained in the Bawku Conflict Mediation Report presented by the Asantehene, Otumfuo Osei Tutu II, describing it as a comprehensive and forward-looking roadmap toward lasting peace and stability in Bawku and its surrounding areas.
In an official statement issued on Wednesday, December 17, 2025, and signed by the Minister of Government Communications and Presidential Spokesperson, Felix Kwakye Ofosu, government said it had carefully reviewed and deliberated on the report submitted to President John Dramani Mahama at Jubilee House on December 16.
The statement said the mediation report is not intended to apportion blame or declare winners and losers, but rather to promote reconciliation, national cohesion and constitutional order.
As part of its acceptance of the report, government reaffirmed the legal position consistently upheld by the Supreme Court that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba, stressing that no individual or group is permitted under any circumstances to challenge his authority or legitimacy.
Government also accepted the recommendation that Alhaji Seidu Abagre, who was installed as a rival claimant to the Bawku skin, be recalled to Nalerigu by the Nayiri, Overlord of Mamprugu, to assume an alternative traditional role. In line with this, government said it would immediately facilitate the safe movement of Alhaji Abagre to Nalerigu, where he would remain available to receive directives from the Nayiri.
The statement further appealed to Otumfuo Osei Tutu II to continue to lend his leadership and moral authority to subsequent reconciliation efforts aimed at fostering peaceful coexistence between the Mamprusi and Kusasi communities.
Beyond the chieftaincy issues, government announced a major socio-economic intervention to address the developmental impact of the prolonged conflict. Acknowledging that years of insecurity have led to severe human, social and economic losses, government disclosed that President Mahama has directed the Minister for Finance to establish a GH₵1 billion Bawku Revitalisation Fund.
The fund, to be disbursed over a three-year period from 2026 to 2028, will be used for the reconstruction and development of critical infrastructure, including roads, healthcare facilities, schools, markets, irrigation systems, security installations and economic and commercial infrastructure. The goal, according to the statement, is to restore Bawku to its historic role as a major economic and trading hub in northern Ghana.
The fund will be managed by a high-level committee chaired by the Minister for Finance, Cassiel Ato Baah Forson, who also serves as Acting Minister for Defence. Other members include the Upper East Regional Minister, Donatus Akamugri, and the Majority Leader and Leader of Government Business in Parliament, Mahama Ayariga, who is also the Member of Parliament for Bawku Central and will represent MPs from the area.
Government also called on traditional authorities, political leaders, youth groups, civil society organisations, religious bodies, development partners and the general public to support the peace-building and reconciliation process in a spirit of unity, restraint and patriotism.
Reiterating an earlier admonition by Otumfuo Osei Tutu II, the statement stressed that there are no winners or losers in the mediation process and urged all parties to accept and abide by the conclusions of the report in the supreme interest of peace and national stability.
Government expressed profound gratitude to the Asantehene, the Nayiri, the Bawku Naba and all institutions and individuals who contributed to what it described as a historic mediation process, noting that their goodwill and cooperation were critical to its success.
