Ing. Frank Kofi Apeagyei: The genius whose IFATSEA presidency can jet-propel Ghana’s aviation industry beyond the skies

Ing. Frank Kofi Apeagyei (MBA, MSc., PMP), a distinguished aviation systems engineer and Director of the Ghana Civil Aviation Training Academy (GATA), made history in October 2024 when he was elected President of the International Federation of Air Traffic Safety Electronics Associations (IFATSEA) during its 52nd General Assembly in Las Vegas, USA. He is the first indigenous African to assume this prestigious global role.

In a letter dated 4 March 2025, Bilal Malkawi of the International Transport Workers’ Federation (ITF) congratulated Ing. Apeagyei on his election and praised the IFATSEA Executive Board for its continued leadership.

The ITF reaffirmed its longstanding partnership with IFATSEA, underlining shared commitments to solidarity and workers’ rights amid growing challenges such as rapid technological change and staffing shortages.

Malkawi called for continued collaboration to ensure the vital role of Air Traffic Safety Electronics Personnel (ATSEPs) is fully recognised across the aviation industry.

Ing. Apeagyei was also honoured during Ghana’s “Ghana Month” celebrations. His election marks a historic first for the continent and presents a unique opportunity for Ghana to leverage his leadership to advance its aviation sector and broader economy.

The alumnus of Koforidua Secondary Technical School is also set to receive the 2025 Mmarimamma Global Impact Award from the US and Canada branch of the old students’ association during their 2025 Annual Fundraising Dinner Dance and Live Band Concert on 2 August 2025.

A Global Platform with Local Potential

Founded in 1972, IFATSEA is the leading international body representing ATSEPs—the technical experts who ensure the safety and reliability of communication, navigation, and surveillance systems that underpin global air traffic management.

With over a decade of leadership experience on IFATSEA’s Executive Board—including two terms as Regional Director for Africa and a tenure as Executive Secretary—Ing. Apeagyei brings deep insight and strategic vision to the presidency.

His appointment places Ghana in the spotlight of global aviation diplomacy and positions the country to shape high-level industry policies and partnerships.

Strategic Opportunities for Ghana

1. Global Representation and Policy Influence

As IFATSEA President, Ing. Apeagyei becomes a key voice in international aviation safety policy. By extension, Ghana gains greater influence in shaping the global agenda—an opportunity to ensure that the specific challenges faced by African states, such as limited resources and training infrastructure, are adequately addressed.

2. Capacity Building and Training Leadership

GATA is already recognised as one of West Africa’s leading aviation training institutions. With the support of IFATSEA, Ghana can develop GATA into a continental centre of excellence, gaining access to cutting-edge curricula, technical exchanges, and global best practices.

This would significantly boost the competence of the local aviation workforce and position Ghana as a hub for ATSEP training in Africa.

  1. Investment and Technological Advancement

Aviation is a high-tech industry. Ing. Apeagyei’s global influence offers Ghana the chance to attract partnerships with international technology providers, aviation companies, and development agencies. This could accelerate the modernisation of CNS/ATM infrastructure and enable the deployment of smart airport technologies, enhancing operational efficiency and making Ghana’s aviation sector more competitive.

4. Economic Diversification and Job Creation

A stronger aviation industry has multiplier effects across the economy, including increased tourism, trade, logistics, and demand for skilled labour. By modernising its aviation infrastructure and boosting the capabilities of its technical personnel, Ghana stands to benefit from job creation both within the sector and in related industries.

  1. Regional Leadership and Continental Pride

Ing. Apeagyei’s election is a source of national and continental pride. As the first Black African to lead IFATSEA, he symbolises the growing recognition of African expertise in global aviation. Ghana, as his home country, has an opportunity to brand itself as the aviation knowledge capital of Africa through targeted outreach, public diplomacy, and institutional partnerships.

Strengthening Solidarity through ITF Collaboration

The ITF’s expression of support signals continued international solidarity. Its partnership with IFATSEA—anchored in the defence of workers’ rights and aviation safety—offers Ghana a platform to advocate for improved working conditions, professional recognition, and global standards that benefit African aviation personnel.

Ing. Frank Kofi Apeagyei’s presidency is not only a personal milestone but also a pivotal moment for Ghana and Africa. It represents an opportunity for visionary action: to align national policy with international opportunity, invest in people and infrastructure, and harness global recognition to drive lasting development.
