The Microfinance and Small Loans Centre (MASLOC) has recorded a year of significant institutional renewal under the leadership of its Chief Executive Officer, Madam Abigail Elorm Akwambia Mensah, reinforcing the Centre’s mandate to support micro, small, and medium-scale enterprises across Ghana.
The year 2025 marked Madam Abigail Mensah’s first full year at the helm of MASLOC and has been characterised by decisive leadership actions aimed at rebuilding internal systems, strengthening accountability, reconnecting with staff, and restoring public confidence in the state-owned microfinance institution, in line with the broader governance and reset agenda of the National Democratic Congress (NDC) government led by President John Dramani Mahama.
Strengthening Internal Systems and Leadership Capacity
As part of efforts to reposition MASLOC for efficiency and sustainability, the CEO prioritised internal restructuring and staff capacity development. She commissioned new office spaces, inspected and addressed challenges associated with a dilapidated warehouse, and organised a three-day leadership workshop for newly appointed managers to equip them with essential management and administrative skills.

Madam Abigail also embarked on an unprecedented national tour of MASLOC’s regional and zonal offices to directly engage staff, listen to concerns, motivate teams, and align the workforce with the Centre’s renewed strategic direction.
“We cannot rebuild MASLOC from Accra alone,” she noted during one of her engagements. “It is important for leadership to listen, to understand the realities on the ground, and to work together with staff at all levels to deliver results for the Ghanaian people.”
Public Engagement and Reform Advocacy
Beyond internal reforms, the CEO took MASLOC’s reform agenda directly to the public through a series of strategic media engagements with Citi FM, Accra FM, Radio Gold, and CTV. These interactions focused on resetting public understanding of MASLOC’s mandate, addressing concerns around loan recoveries, and outlining measures being implemented to protect public funds.
“Our responsibility is to ensure that public resources are managed fairly, transparently, and sustainably,” Madam Abigail said. “Effective loan recovery is not about punishment; it is about protecting the fund so that more Ghanaians can benefit from it.”

She stressed that the reforms are designed to strengthen institutional credibility while expanding access to financing for hardworking Ghanaians, particularly women, youth, and small-scale entrepreneurs.
Board Inauguration and Governance Direction
In a major governance milestone, the CEO and newly appointed Board Members of MASLOC were officially inaugurated by the Chief of Staff, Mr. Julius Debrah. The inauguration reaffirmed government’s commitment to strengthening oversight, efficiency, and financial sustainability at the Centre as part of President Mahama’s broader public sector reform agenda.
Compassionate Leadership in Times of Crisis
Madam Abigail Mensah’s leadership also reflected a strong social and human-centred approach. MASLOC provided financial and institutional support to traders affected by the Adum Fire in Kumasi and the Dansoman Market Fire in Accra.

“In moments like these, leadership must show empathy and action,” the CEO stated. “MASLOC stands with traders not only as a financial institution, but as a partner in rebuilding livelihoods.”
The Centre further demonstrated its commitment to staff and community welfare through the launch of a Breast Cancer Awareness Campaign and Screening Initiative, reinforcing a holistic approach to development and wellbeing.
Staff Durbar Reinforces Unity and Shared Purpose
In December, MASLOC held its End-of-Year Staff Durbar, bringing together staff from the Head Office and all sixteen regions. Addressing the gathering, Madam Abigail praised staff for their resilience and professionalism throughout the year, despite operational and environmental challenges.
“The work we do as MASLOC is only possible because of the dedication of our staff,” she said. “Teamwork, discipline, accountability, and shared responsibility must guide us as we move into the new year.”

She called for unity and renewed commitment, noting that staff remain central to the Centre’s ability to support Ghanaian enterprises nationwide.
Year-End Management Review and Forward Planning
The year concluded with a comprehensive Management Review Meeting at MASLOC’s Head Office in Accra, where senior management and departmental heads presented year-end performance reports and assessed progress against the Centre’s mandate.
Discussions focused on accountability frameworks, operational efficiency, financial stewardship, and service delivery standards. Cross-cutting issues such as workflow coordination, resource utilisation, and performance monitoring were also reviewed to strengthen institutional resilience.
Reaffirming her leadership philosophy, Madam Abigail stated, “Transparency, responsive leadership, and unity of purpose are non-negotiable if we are to restore confidence and build a stronger MASLOC.”

She urged management to demonstrate professionalism and collective responsibility in advancing reforms that will enhance staff welfare, rebuild public trust, and deliver measurable national impact.
Positioning MASLOC for Greater Impact
Madam Abigail Elorm Mensah’s first year as CEO has redefined leadership at MASLOC through visible, compassionate, and reform-driven service. The Centre now enters a new phase with strengthened internal systems, renewed staff morale, and clearer alignment with the development priorities of the Mahama-led NDC government.
With a focus on accountability, inclusion, and sustainability, MASLOC is positioning itself as a more trusted and effective government institution committed to improving livelihoods and supporting Ghana’s economic recovery.
