NIA staff to begin strike on May 13 over delayed migration report approval

PSWU says prolonged delays in implementing staff migration exercise have denied workers proper placement, salaries, and promotions

Workers of the National Identification Authority (NIA) are set to embark on an industrial action effective May 13, 2026, over delays in the approval and implementation of migration reports affecting staff conditions of service.

The decision was announced in a letter dated May 6, 2026, by the Public Services Workers’ Union (PSWU) of the Trades Union Congress (TUC Ghana) and addressed to the Executive Secretary of the National Labour Commission and the Executive Secretary of the NIA.

According to the union, the industrial action follows what it described as “prolonged delays” in approving and implementing the migration exercise for NIA staff, despite the Scheme of Service having been approved in July 2024 and the migration exercise commencing in December 2024.

The union stated that the delays have denied workers rightful placement, corresponding salaries, and outstanding promotions.

“Twenty-two months since the approval of the Scheme of Service, and despite the completion of the process and submission of reports, the Ministry of Finance is yet to grant approval for payment of staff,” the statement said.

The PSWU noted that it had consistently engaged management and relevant stakeholders in efforts to resolve the matter but indicated that those engagements had failed to produce the expected results.

The union warned that the continued delay threatens the relatively peaceful industrial atmosphere within the authority.

While acknowledging management’s assurances that follow-ups were ongoing, the union stressed that workers were dissatisfied with the pace of progress and had resolved through their decision-making structures to proceed with the strike.

“By a copy of this letter, and without further recourse, we will accordingly proceed on the planned industrial action if we do not receive the necessary approvals for implementation of the migration reports for staff of the NIA by 13th May 2026,” the letter stated.

Copies of the notice were also sent to the Ministry of Finance, the National Security Coordinator, the Fair Wages and Salaries Commission, and the PSWU-NIA Divisional Secretariat.

The planned strike is expected to affect operations at NIA offices across the country if the concerns raised by the workers remain unresolved before the stated deadline.
