The Ghana Police Service has affirmed its readiness to provide security for the Democracy Hub’s planned three-day protest from September 21 to 23, 2024, but has raised concerns over the chosen venue Revolution Square, located opposite the Jubilee House, the seat of government.
At a press briefing on Thursday, the police clarified that while they support the group’s right to protest, they cannot permit the protest at the Revolution Square due to concerns over public safety, order, and the smooth running of essential services.
The police noted that hosting a protest in this location could endanger public safety and disrupt operations.
In a statement, the police explained that Democracy Hub had notified them of the protest on July 9, 2024, in accordance with the Public Order Act, 1994 (Act 491). However, following an assessment of the site, the police requested the organisers to consider an alternative location. Despite this, the group insisted on using Revolution Square.
Subsequently, the police sought a court ruling, and on September 18, 2024, the High Court granted an order prohibiting the protest at Revolution Square, citing concerns for public order and safety. The court ruled that Democracy Hub and its affiliates were barred from holding demonstrations at the location from September 21 to 23, 2024.
Despite this, the police have emphasized that Democracy Hub is not being prevented from protesting altogether. They are open to further discussions and hope to agree on a different venue. A meeting between the police and the organisers is scheduled for September 20, 2024, to finalize the protest location. The police have assured that once an alternative venue is settled, adequate security measures will be provided to ensure a peaceful demonstration.
In their communication, the police reiterated their commitment to upholding citizens’ rights to protest but stressed that public safety and order remain paramount concerns.
