The Speaker of Parliament has approved a request from the National Intelligence Bureau (NIB) to release two Members of Parliament (MPs) for a preliminary interaction regarding an ongoing investigation.
The MPs—Mustapha Yussif, representing the Yagaba Kubori Constituency, and Kwame Asare Obeng (A Plus), representing the Gomoa Central Constituency—have been directed to meet with NIB officials on Monday, April 7, 2025, at 10:00 AM at the Sir Emmanuel Charles Quist Conference Room within Parliament.
In a letter dated April 2, 2025, addressed to the Director General of the NIB, Charles Alhassan Kipo, Parliamentary Clerk Ebenezer Ahumah Djietror confirmed that Parliament had considered constitutional limitations, security protocols, and public interest before agreeing to the request.
The letter further stated that the MPs should have their lawyers present during the meeting and that NIB officials should liaise with Parliament’s Legal Services Office for assistance upon arrival.
While the exact nature of the investigation remains undisclosed, the development signals ongoing cooperation between Parliament and security agencies in legal and investigative matters.
Articles 117 and 118 of the 1992 Constitution of Ghana provide MPs with certain immunities from arrest or service of process while performing their parliamentary duties. However, Parliament has occasionally granted exceptions in cases deemed to be in the national interest.
This latest request by the NIB underscores the increasing scrutiny on public officials, especially in the lead-up to future political activities.
The Speaker’s decision has been communicated to key parliamentary figures, including the Majority and Minority Leaders, as well as the MPs involved.
