The Ministry of Sports and Recreation and the Ghana Football Association (GFA) have agreed on a number of measures aimed at improving the management of Ghana’s national teams and strengthening football development in the country.

The decisions were reached at a meeting between the Ministry and the GFA on Friday, October 2, 2026, following growing concerns over the declining performance of Ghana’s national football teams.

As part of the measures, a five-member Technical Search Committee will be constituted to scout for and recommend a new head coach for the senior national team, the Black Stars.

The committee is expected to submit its report by Friday, October 9, 2026.

The meeting also agreed to appoint a technical head to coordinate the development pathways of the U-15, U-17, U-20 and U-23 national teams. The official will oversee dedicated technical teams, competition structures and player progression.

In another decision, U-18 and U-19 competitions will be placed on hold after the completion of ongoing competitions at those levels to facilitate an orderly transition to the agreed youth development structure.

Coach residency, domestic scouting

The Ministry and the GFA further agreed that the Black Stars head coach would be required to reside in Ghana and regularly monitor the domestic league.

The move is intended to strengthen the monitoring and identification of players competing in the Ghanaian league for possible selection to the senior national team.

The two sides also agreed to strengthen the domestic national team through consistent monitoring and scouting of local leagues, with the aim of creating a wider pool of players for competition and selection to the Black Stars.

Under the development partnership framework, the GFA Technical Directorate will work with the National Schools and Grassroots Sports programme and football academies to strengthen league development and player progression.

Public Interest Committee

The meeting also agreed to establish a Public Interest Committee comprising representatives of the Ministry and the GFA to supervise and coordinate the implementation of the agreed reforms.

The Ministry and the GFA further discussed the proposed relocation of the technical hub to the Ghanaman Soccer Centre of Excellence at Prampram.

On national team management, the meeting proposed reducing the membership of each team’s management committee from five to three members. Further discussions are expected to determine the structure, responsibilities and expenditure controls of the committees.

The Ministry and the GFA will also work towards signing a FIFA-standard cooperation agreement to formalise their respective responsibilities and establish a framework for implementing the reforms.

According to the Ministry, the engagements form part of efforts to establish a clear roadmap for strengthening Ghanaian football.

It said it would maintain dialogue with the GFA and other relevant stakeholders, monitor implementation of the agreed measures and provide updates on progress.

The Ministry said concerns raised by Ghanaians about the performance of the national teams had been heard and would remain central to the reform process.
