The Ministry of Health has refuted claims made by former Finance Minister Dr. Amin Adams that three hospitals under the Agenda 111 project were fully completed, equipped, and commissioned before the previous government left office.
In a press release issued on March 4, 2025, the Ministry categorically denied these assertions, urging the public to disregard them.
The statement was in response to a publication in the Ghanaian Times on March 4, where Dr. Adams also claimed that a $1.3 billion funding source had been secured to complete all remaining hospitals under the project.
According to the Ministry, a recent assessment tour by the Health Minister to Trede, Kokoben, and Ahanta hospitals in the Ashanti Region revealed that the facilities remain incomplete.
The inspection uncovered the absence of critical medical equipment, including medical gas systems, imaging and mortuary equipment, ophthalmology and dental equipment, and other essential hospital infrastructure.
The Ministry outlined key facts regarding the project’s status:
- The previous government spent $400 million on Agenda 111.
- Out of the 111 district hospitals initiated, none is currently operational.
- The estimated cost to complete the project now stands at $1.589 billion.
- While the Trede, Kokoben, and Ahanta hospitals were commissioned by former President Nana Akufo-Addo with a 95% completion rate, they remain under construction.
- No medical equipment has been installed, and some laboratory facilities are still incomplete.
- The hospitals have not yet been handed over to the Ghana Health Service for operation.
- Each of these three hospitals requires an additional $8.03 million to become operational.
The Ministry described Dr. Adams’ statement as “inaccurate and a calculated attempt to mislead the public.
” It reaffirmed its commitment to ensuring the timely completion and full operationalization of all Agenda 111 hospitals to improve healthcare delivery across the country.
The Ministry urged the public to remain patient and assured them that efforts are underway to complete the facilities as soon as possible.
