The Auditor General’s Technical and Forensic Audit report on the Customer Service Management Platform (CSMP) and Metric App of the National Service Authority (NSA) has uncovered irregularities involving Miss Gifty Afia Oware-Aboagye, the former Executive Director of the NSA.
According to the report, Miss Oware-Aboagye was registered as a National Service Scheme (NSS) personnel in 2021 and placed on the NSS payroll, despite holding a full-time public officer position at the time.
The report reveals that she was enrolled on March 16, 2021, under the NSS identification number NSSGST4842621.
The enrolment was reportedly based on her possession of a Master of Public Administration (MPA) degree from Kwame Nkrumah University of Science and Technology (KNUST).
Following her enrolment, she received a monthly allowance as an NSS personnel, from which deductions totaling GH¢6,708.48 (GH¢559.04 per month over 12 months for the 2021/2022 service period) were made and paid to a vendor via the NSA’s “MarketPlace” platform for a supposed credit facility.
Alongside Miss Oware-Aboagye, 4,556 other personnel were irregularly enrolled on the NSS payroll during this period, leading to a total irregular expenditure of GH¢899,350.
The report also notes that Honorable Mustapha Ussif, former executive director of the National Service Scheme now Authority, approved Miss Oware-Aboagye’s personal identification number (PIN) on April 22, 2021.
Meanwhile, Gifty Oware, the former Deputy Executive Director of the National Service Authority (NSA), is in court facing five charges including stealing, willfully causing financial loss to the state, and money laundering.
She is accused of orchestrating a scheme involving the creation of nearly 10,000 fictitious names (ghost names) in the NSA database to illegally divert funds. Part of the allegations include unlawfully transferring over GH¢31.5 million from a loan facility intended for service personnel into her private company, Blocks of Life Consult, under false pretenses.
The court has granted her bail of GH¢10 million with three sureties as she awaits trial.
The allegations have drawn significant public scrutiny due to the high financial loss involved and the breach of trust in her official capacity at the NSA.
Her case is ongoing, with the next court appearance scheduled for late November 2025.
