The Bank of Ghana (BoG) has issued a public warning against scammers posing as foreign investors who are luring unsuspecting Ghanaians with promises of high returns on investments.
In a notice released today (Notice No. BG/GOV/SEC/2025/11), the central bank revealed that these fraudulent actors are operating across various platforms, enticing the public to deposit funds in what it described as illegal investment schemes.
BoG emphasized that these operations constitute deposit-taking business under the Banks and Specialized Deposit-Taking Institutions Act, 2016 (Act 930), which mandates that only entities licensed by the Bank are permitted to collect deposits from the public.
“The Bank of Ghana hereby informs the public that it has not licensed any entities or individuals involved in these so-called foreign investments,” the notice stated.
“Such actions are unlawful, and the perpetrators will be penalized, required to refund all monies collected, and may face criminal prosecution.”
The central bank further noted that such entities or individuals are liable to administrative penalties ranging from 500 to 100,000 penalty units in accordance with Section 53(3) of the Anti-Money Laundering Act, 2020 (Act 1044).
BoG urged Ghanaians to be vigilant and to verify the licensing status of any individual or organization purporting to offer investment opportunities.
It also advised the public to conduct financial transactions only with licensed and regulated institutions to benefit from legal protections.
The Bank called on all media houses—including radio, television, and online platforms—to refrain from advertising these illegal schemes and to verify licensing information with the BoG before promoting such entities.
Suspected cases are to be reported to the Bank of Ghana’s Financial Stability Department or to law enforcement agencies for investigation and prosecution under sections 1 to 5 of Act 1044.
The central bank concluded by advising the public to remain cautious and avoid engaging in unlawful financial activities.
