The Upper East Region is moving to unlock an ambitious GH¢8.6 billion development and investment plan designed to transform its economy, create jobs and improve livelihoods across all 15 municipalities and districts.
The plan, known as the PEARL Framework — Prosperity through Enterprise, Agriculture, Resilience and Livelihoods — is now edging towards launch and implementation following a stakeholder review meeting in Bolgatanga on Tuesday, September 1, 2026.
The meeting brought together Municipal and District Chief Executives, traditional leaders, government agencies, political parties, private-sector actors, development partners and other stakeholders to review the framework and resolve outstanding issues ahead of its finalisation.
Upper East Regional Minister, Akamugri Donatus Atanga, said the immediate task was to move PEARL beyond stakeholder validation and prepare it for formal launch and implementation.
He cautioned against allowing the framework to become another development document that gathers dust, stressing that its value would ultimately be measured by what it delivers to communities.
According to the Minister, PEARL must be backed by the institutions, resources and strategic partnerships required to translate its ambitions into tangible outcomes.

He identified jobs, productive agriculture, thriving businesses and improved livelihoods as some of the key measures by which the success of the plan should be judged.
The Regional Minister therefore urged stakeholders to close remaining gaps in the framework and work collectively to position the Upper East to attract and effectively deploy the investment required to achieve its 10-year development ambitions.
With an estimated GH¢8.6 billion investment ambition, PEARL represents a major attempt to coordinate the region’s development priorities around enterprise, agriculture, resilience and livelihoods over the next decade.
