US and Iran remain at odds over Strait of Hormuz ahead of peace talks

The fragile ceasefire between the United States and Iran faces its most critical test this weekend as negotiators gather in Pakistan for high-stakes talks.

The fragile ceasefire between the United States and Iran faces its most critical test this weekend as negotiators gather in Pakistan for high-stakes talks. President Donald Trump warned Iran that if a peace deal is not reached, the United States will resume its military action with even more intensity, stating, “We have a reset going.” He has signaled that the current pause in hostilities is a “reset” rather than a finality, warning that the U.S. military is prepared to launch an even more intense offensive if a permanent peace deal is not reached.

“We’re loading up the ships with the best ammunition, the best weapons ever made — even better than what we did previously and we blew them apart,” Trump told the New York Post on Friday. The president added that the U.S. would be “using them very effectively” should negotiations fail. The administration’s “A-team,” led by Vice President JD Vance and including Jared Kushner and special envoy Steve Witkoff, is tasked with navigating a diplomatic landscape fraught with deep-seated distrust and escalating regional violence. Vance, who will be the most senior U.S. official to negotiate with Iranians since 1979, warned ahead of his departure that while the U.S. is “willing to extend the open hand,” the team is “not that receptive” if Iran attempts to “play us.”

Leverage and Extortion in Global Waterways

Ahead of the talks, President Trump dismissed Iran’s geopolitical standing, asserting that Tehran possesses little leverage beyond its control over the Strait of Hormuz. In a post on Truth Social, the president characterized Iran’s tactics as “short term extortion of the World by using International Waterways.” He further claimed, “The only reason they are alive today is to negotiate!”

This assessment comes as the global economy reels from the effective shuttering of the strait. Shipping data reveals that only one sanctioned oil tanker, the Botswana-flagged Mab 5, transited the waterway as of Friday. Despite the Tuesday agreement to immediately reopen the passage, traffic remains as tightly throttled as it has been since the war began on February 28. Trump fumed over reports that Tehran is soliciting illicit payments, posting: “There are reports that Iran is charging fees to tankers going through the Hormuz Strait — They better not be and, if they are, they better stop now!” He further described Iran’s actions as “dishonorable,” stating, “That is not the agreement we have!” National Economic Council Director Kevin Hassett noted that while some boats are moving, traffic is at only 10% of its normal pace.

Economic Fallout and European Fuel Risks

The maritime blockade is creating a ripple effect of economic instability across Europe and North America. The Airports Council International Europe (ACI) warned the European Commission that the continent could face systemic jet fuel shortages within three weeks if the strait remains closed. The group, which represents over 600 airports, noted that 26% of Europe’s exports are handled by air, and a supply crunch would “significantly harm the European economy” just as the peak summer travel season approaches.

IATA Director General Willie Walsh reported that jet fuel prices have doubled since the conflict began. Meanwhile, in Ireland, at least 250 gas stations have run out of fuel as hauliers and farmers protest soaring diesel prices. Irish Taoiseach Micheál Martin described the country as being “on the precipice” of a crisis, as blockades prevent tankers from offloading supplies at crucial ports like Galway.

Escalation in Lebanon Threatens Truce

The sustainability of the U.S.-Iran truce is further complicated by intense fighting between Israel and Iran-backed Hezbollah. Despite the broader ceasefire, the last several days have been the deadliest for Lebanon since 2024. Lebanese President Joseph Aoun reported that an Israeli assault in Nabatieh killed 13 security personnel, while health authorities stated that over 300 people were killed in strikes earlier this week. The International Rescue Committee and WHO warned that three weeks’ worth of trauma supplies were used in a single day, leaving stocks near depletion.

While Iran and mediator Pakistan maintain that Lebanon was included in the original truce, the U.S. and Israel have denied this claim. This discrepancy has led Iran’s parliament speaker, Mohammad Bagher Ghalibaf, who is expected to lead the Iranian delegation in Islamabad alongside Foreign Minister Abbas Araghchi, to set two prerequisites for the talks: a ceasefire in Lebanon and the release of blocked Iranian assets. “Two of the measures mutually agreed upon between the parties have yet to be implemented,” Ghalibaf wrote on X. “These two matters must be fulfilled before negotiations begin.”

Diplomatic Maneuvers and Regional Friction

In a bid to de-escalate, Israeli Prime Minister Benjamin Netanyahu has signaled an interest in direct negotiations with Lebanon. This follows preparatory talks in Washington, D.C., between the ambassadors of Israel, Lebanon, and the U.S. to establish an agenda for disarming Hezbollah. The diplomatic shift followed what sources described as a “tense” phone call with President Trump, who reportedly urged Netanyahu to be “a little more low-key.” However, Netanyahu’s office dismissed reports of tension as “fake news,” and he has explicitly stated that a ceasefire in Lebanon is not currently on the table.

Netanyahu faces domestic volatility; polls from Channel 12 and 13 show that more than half of Israelis oppose the ceasefire, while far-right Finance Minister Bezalel Smotrich has drawn international condemnation for suggesting the expansion of Israel’s borders into Lebanon and Syria. Simultaneously, Ayatollah Mojtaba Khamenei has called on Gulf Arab states to “stand on the right side” and renounce Western influence, signaling Tehran’s intent to assert a more commanding regional role.

Humanitarian Crisis and Infrastructure Damage

The World Health Organization (WHO) has described the regional situation as a “rapidly evolving emergency.” Hospitals in Lebanon and Iran are operating at full capacity, and trauma supplies are being exhausted at an alarming rate. Beyond the human toll, the WHO warned of long-term public health threats resulting from damage to oil, power, and desalination infrastructure.

Recent strikes on Saudi Arabia’s East-West Pipeline—a critical alternative to the Strait of Hormuz—have further tightened the global energy squeeze. The pipeline, which can transport 7 million barrels of crude oil per day, saw its throughput reduced by hundreds of thousands of barrels following attacks on pumping stations. As Vice President Vance arrives in Islamabad for the highest-level U.S.-Iran engagement in decades, the international community remains focused on whether diplomacy can restore stability to these vital lifelines.

The success of the upcoming 24 hours rests on a narrow path between military escalation and a sustainable diplomatic framework. While Washington and Tehran remain entrenched in their respective demands, the deepening economic and humanitarian toll suggests that the cost of failure would extend far beyond the borders of the Middle East.
