Kwabena Adu Boahen, the former Director-General of Ghana’s National Signals Bureau (NSB), has asserted that some of the funds he is accused of misappropriating were actually used to pay allowances to Members of Parliament (MPs).

This claim was made in a detailed four-page letter addressed to the Economic and Organised Crime Office (EOCO), in which Boahen also warned that he may be compelled to disclose classified information if the circumstances require it.

Boahen, who led the NSB from 2017 to 2025, was arrested on March 20 at Kotoka International Airport upon his return to Ghana.

The arrest followed a high-profile investigation led by EOCO and the Attorney-General’s office, which alleges that Boahen diverted over GH¢39 million (approximately $7 million) in public funds intended for cybersecurity infrastructure.

Authorities claim that these funds were laundered through real estate investments both in Ghana and abroad, with significant properties traced to Accra and the Accra-Akosombo road.

The Attorney-General, Dr. Dominic Ayine, revealed at a press conference on March 24, 2025, that Boahen and his wife, Angela Adjei Boateng, are under investigation for transferring large sums from NSB accounts shortly after signing a contract with Israeli firm RLC Holdings Limited for cyber defense software.

An initial transfer of GH¢27.1 million was reportedly made just a week after the contract’s execution.

In his letter to EOCO, Boahen described attempts to link unrelated transactions to assets he claims not to own as “bizarre.”

“It is bizarre that the Attomey-General attempts to link unrelated transfers, withdrawals, and refunds for Special Operations with assets we do not own and a few we own which mostly predate the 2020 transactions he raiscd”.

He further accused the Attorney-General of orchestrating a media campaign against him by allegedly paying bloggers and social media influencers to spread misinformation and amplify the case.

The statement reads “I am also disturbed to note that the services of bloggers and social media influencers have been employed to post and run commentary on these lies, to amplify the matter and bring prominence to this malicious agenda against not just our persons, but the National Security as well.”

Boahen’s legal team argues that the intended prosecution violates both the Security and Intelligence Agency Act 2020 (Act 1030) and the National Signals Bureau Act 2020 (Act 1040), insisting that their client’s rights are being abused.

Boahen provided a comprehensive summary of the NSB’s special operations expenditures from 2020 to 2024, highlighting legitimate uses of the funds, including parliamentary allowances, counter-terrorism, and election-related logistics. Below is the breakdown of the reported amounts.
