Former NSB Boss alleges GH₵960,000 payment to 2020/2021 Defence & Interior Committee of Parliament

Kwabena Adu Boahen, the former Director-General of Ghana’s National Signals Bureau (NSB), has revealed in a letter to the Economic and Organised Crime Office (EOCO) that the 2020/2021 Defence and Interior Committee of Parliament received GH₵960,000.

The payment, described as “MP’s allowance,” was reportedly justified under the “Parliamentary (Special) Enactment of NSB, Act 2020.

The letter specifies that this sum was disbursed to past members of the Defence and Interior Committee, which includes prominent former and current MPs such as Hon. Kennedy Agyapong, the then Chairman of the Committee; Hon. James Agalga (Ranking Member); Hon. Cletus Avoka; Hon. Helen Ntoso; Hon. Christian Otuteye; and others serving from 2020 to 2024.

This disclosure comes amid wider allegations against Adu Boahen involving the misappropriation of state funds.

He is currently facing charges related to the diversion of approximately GH₵49 million (about $7 million) from NSB funds, allegedly under the guise of purchasing a cyber defense system that was never delivered.

Investigations have revealed that funds were transferred into private accounts and used for personal investments, including real estate.

The full list of the 2020-2024 Defence and Interior Committee members includes:

• Hon. James Agalga, Ranking Member

• Hon. Cletus Avoka

• Hon. Helen Ntoso

• Hon. Christian Otuteye

• Hon. Peter Toobu

• Hon. Kofi Adams

• Hon. Mohammed Bawah Braimah

• Hon. Dr. Zanetor Agyeman Rawlings

• Hon. Ophelia Mensah

• Hon. Benson Tongo Baba

• Hon. Kwadjo Asante

• Hon. Ernest Henry Norgbey

The Attorney-General’s office continues to investigate these matters, with Adu Boahen and associates formally charged with multiple counts including stealing, money laundering, and causing financial loss to the state.
