The Atwima Nwabiagya Municipal Assembly has imposed a six-month moratorium requiring all residential buildings without toilet facilities in the municipality to provide approved household toilets or face legal sanctions.
The moratorium, which takes effect from February 1, 2026, to July 1, 2026, follows a resolution passed at the Assembly’s Second Ordinary Meeting of the Second Session of the Third Assembly held on October 23, 2025.
According to a public notice dated January 30, 2026, the directive applies to all existing houses and residential buildings that currently lack toilet facilities.
Property owners and occupants are required to install at least one functioning and accessible toilet facility per residential building within the six-month period.
The Assembly stated that the measure is in line with Section 6(2)(a) of the Atwima Nwabiagya Municipal Assembly By-Laws, 2024, which mandates the provision of household toilet facilities for all residential buildings in the municipality.
The notice further explained that all toilet facilities must comply with the National Building Regulations, 1996 (L.I. 1630), the Local Governance Act, 2016 (Act 936), the Land Use and Spatial Planning Act, 2016 (Act 925), and the Land Use and Spatial Planning Regulations, 2019 (L.I. 2384).
House owners are also required to obtain the necessary permits and approvals from the Municipal Assembly before commencing any construction or renovation works.
The Assembly emphasized that only improved and sustainable toilet facilities that promote good health and well-being will be accepted. Officials of the Assembly will conduct periodic inspections to ensure compliance with the directives.
Failure to comply with the directives by the end of the moratorium period will attract legal action, including fines and penalties, as prescribed under the Atwima Nwabiagya Municipal Assembly By-Laws, 2024, the notice warned.
The Assembly said the decision forms part of efforts to protect public health and safety and to support the attainment of Sustainable Development Goal Six (SDG 6), which focuses on clean water and sanitation.
The move is also aimed at preventing the outbreak of faeco-oral diseases in the municipality.

The notice was signed by the Municipal Chief Executive, Wisdom Osei Boamah, who called for the cooperation of all residents to ensure successful implementation of the directive.
