The Ghana Education Service (GES) has directed heads of Senior High Schools (SHS) and Senior High Technical Schools (SHTS) to immediately stop collecting unauthorised fees and levies from students and their parents or guardians.
The directive follows reports received by the GES Management that some school heads were collecting admission fees, Parent-Teacher Association (PTA) dues and other unauthorised charges from parents and guardians.
In a statement dated September 23, 2026, and signed by the Head of Public Relations at the GES, Daniel Fenyi, Management said the collection of such fees was contrary to the government’s free education policy at the senior high school level.
The Service stressed that no student or parent should be compelled, directly or indirectly, to pay admission fees, PTA dues or any other unauthorised charges as a condition for admission, enrolment, participation in school activities or access to school services.
The GES also reminded school heads that the issue of PTA dues is currently pending before the courts. It said that until the matter is determined, discussions and collection of PTA dues and levies should remain on hold.
According to the directive, school heads are also required to refund any unauthorised fees or levies already collected and submit evidence of the refunds to GES Management.
The Service warned that any person found flouting the directive would face appropriate administrative sanctions, including possible removal from office.
The GES further encouraged members of the public to report instances of unauthorised fee collection to Management for investigation and the necessary action.
The directive was issued to all heads of SHS and SHTS and was described by the GES as an “immediate release.”
