The High Court in Accra has confirmed a freezing order on properties and bank accounts belonging to Dennis Edward Aboagye, popularly known as Dennis “Miracles”, a former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).
The order, granted on July 27, 2026, by Justice Charity Akosua Asem, a Justice of the Court of Appeal sitting as an additional High Court judge, affects five bank accounts and four landed properties.
The freezing order also covers accounts and assets linked to the former accountant of IMCCoD, Gerald Appiah, and a company, Hillside Piggery and Meat Processing Limited.
The order followed an application by the Economic and Organised Crime Office (EOCO), which is investigating the respondents for alleged financial malfeasance.
The affected properties include a seven-bedroom residence at Larteh in the Eastern Region, a two-bedroom house at Spintex, residential apartments at Adjiriganor in Accra, and a 15-acre parcel of land, also at Larteh.
All five bank accounts cited in the order belong to Mr Aboagye.
No wrongdoing
It will be recalled that Mr Aboagye vehemently denied allegations of financial impropriety following his release from EOCO custody last month.
In a Facebook post after his release, he wrote: “I AM OUT. I AM UNBROKEN. AND I AM MORE READY THAN EVER.”
He described his arrest as part of a “false narrative” aimed at intimidating him.
“Four days ago, just one day after I declared my intention to serve our great party as National Communications Director, I was picked up and detained by EOCO. A false narrative was put out about my arrest, but Ghanaians are not fools, and neither are the good people of the New Patriotic Party. The facts and the truth will prevail,” he stated.
He further insisted that EOCO never discussed any GH¢55 million figure with him.
“FOR THE RECORDS: THERE WAS NO discussion of ANY GH¢55 million cedis with me by EOCO. None!!!” he added.
Mr Aboagye was arrested at the Kotoka International Airport upon his return from abroad. EOCO said the arrest was linked to alleged financial and procurement irregularities amounting to about GH¢55 million during his tenure at IMCCoD. He was subsequently granted bail in the sum of GH¢50 million with three sureties, two to be justified.
EOCO maintains that the investigation stems from a petition by the current Executive Secretary of IMCCoD, requesting further investigations into a forensic audit covering August 1, 2022 to February 2, 2025. The audit centres on suspected misappropriation, misapplication, diversion and theft of public funds amounting to about GH¢55 million.
The Office has also disclosed that the former accountant, Gerald Appiah, has allegedly begun voluntarily refunding some of the funds linked to the alleged offences.
