Ghana has inaugurated a 19-member Governing Council of the National Defence University (NDU) to oversee the institution’s affairs and unify tertiary-level defence and security education under a single academic framework.
Education Minister Haruna Iddrisu inaugurated the council at the Ministry of Defence, administering the Oaths of Office, Secrecy and Allegiance to its members.
Mr Iddrisu said the university would consolidate fragmented military and security training institutions under one collegiate structure while building the capacity of military personnel, other security officers and civilians to respond to emerging security threats.
He also stressed the need for inclusive admission policies in line with the National Defence University Act, noting that the institution must prepare personnel to tackle evolving cyber, geopolitical and security challenges.
Defence Minister Kenneth Gilbert Adjei said national security depended not only on military equipment and operational capabilities but also on developing the judgement, character and professional competence of future leaders.

He said the growing intersection of security threats with technology, politics, economics and cyber warfare required the university to equip personnel with the expertise and ethical values necessary to exercise their responsibilities effectively.
The council’s chairman, Professor John Owusu Gyapong, pledged to develop a transition and integration plan, strengthen institutional culture and uphold academic standards.
He said the council would establish a governance framework anchored in the university’s founding Act, accountability, consultation and due process.
The National Defence University is expected to serve as a centre for strategic studies, operational readiness, research and policy development, with a focus on advancing African-led approaches to peace and security.
