The Government of Ghana has approved the award of the Damang mining lease to Engineers and Planners Ltd (E&P) following a competitive tender process, the Ministry of Lands and Natural Resources announced on Tuesday.
In a press release dated April 7, 2026, the Ministry said it had received and reviewed a report from a Tender Committee established by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176).
The report recommended E&P as the successful bidder, a decision that has since been endorsed by the sector minister.
According to the Ministry, E&P met all mandatory requirements outlined in the tender notice and demonstrated access to financing exceeding the minimum threshold of $500 million.
The company also showed relevant technical expertise and submitted proposals aimed at extending the life of the Damang mine by more than 10 years.
The Tender Committee noted that E&P achieved the highest score based on the applicable evaluation criteria, describing its bid as the “most viable” among the submissions.
A total of four companies—Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd—submitted bids before the March 31 deadline.
However, only two firms—E&P and Heath Goldfields Ltd—met the initial mandatory requirements. The other two were disqualified for failing to provide the necessary documentation, including proof of registration, tax clearance, and other statutory certifications.
Following technical evaluation, Heath Goldfields Ltd did not meet the minimum qualifying score of 80%, resulting in the exclusion of its financial proposal.
The Ministry commended the Minerals Commission and members of the Tender Committee for their work, describing the process as critical to national development. It also reaffirmed the government’s commitment to ensuring that the Damang mine continues to contribute to the country’s economy.
The Minerals Commission has been directed to take the necessary regulatory steps to formalize the award and implement the decision.
