Lawyer Samuel Addo Otoo, a leading contender for the National Vice Chairman position of the National Democratic Congress (NDC), has pledged to make grassroots empowerment, economic opportunities and stronger party structures central to his leadership agenda.
He says his ambition is to ensure that party members whose sacrifices, loyalty and dedication contributed to the NDC’s return to power become direct beneficiaries of the opportunities and dividends of governance.
“Our grassroots deserve more than recognition; they deserve meaningful opportunities and empowerment,” he declared.
Mr Otoo, who has filed his nomination for the position ahead of the party’s December National Delegates Conference, said he would use the office to influence the party’s policy direction towards improving the welfare of its members while strengthening its long-term political and organisational prospects.
He pledged to champion policies that prioritise grassroots welfare, economic empowerment, equal opportunities and stronger party structures, arguing that the party’s success must translate into tangible benefits for the people who sustain it.
Targets nationwide resource mobilisation
A major pillar of Mr Otoo’s campaign is his ambition to expand his fundraising and resource mobilisation experience in the Ashanti Region to the national level.
He said he wanted to establish a framework through which all 16 regions could benefit from strategic financial support and sustainable party development.
“My commitment is to serve the entire NDC, ensuring that every region is recognised, resourced, and empowered,” he stated.
As Chairman of the Ashanti Regional Finance Committee, Mr Otoo said he led his team in mobilising GH¢1.2 million to support the NDC’s 2024 general election campaign in the region.
He also attributed the party’s improved electoral performance in Ashanti Region to strategic fundraising and resource mobilisation efforts, citing an increase in its parliamentary representation from four seats in 2020 to seven in 2024.
He believes the experience provides a foundation for building a more financially sustainable party organisation capable of supporting its activities across the country.
Pledges policy-driven leadership
Mr Otoo also intends to bring his professional experience in law, banking, business and economics to bear on the party’s policy development and national governance agenda.
He said his vision was to see an NDC whose agenda remained transformative, development-oriented and focused on economic growth, while ensuring that party members were not left out of the benefits of governance.
Beyond his campaign engagements, he has been making appearances on national television and radio platforms to discuss government policies and programmes, including engagements aimed at educating Ghanaians and NDC delegates.
A blend of political and professional experience
Mr Otoo has been a member of the NDC since 1995 and has served in various capacities at the branch, TEIN and constituency levels.

He is the Managing Partner of Atta Poku Law Consult, a lecturer at the Faculty of Law, Central University, and Board Chairman of Yaa Asantewaa Rural Bank Plc. He also serves on the governing board of Komfo Anokye Teaching Hospital and chairs the NDC’s Ashanti Regional Finance Committee.
His academic and professional background spans law, economics, banking, finance, business administration and theology. He holds qualifications from the Kwame Nkrumah University of Science and Technology, the University of Cape Coast, Central University and the Ghana School of Law, among other institutions.
With more than three decades of involvement in the NDC, Mr Otoo is presenting his candidacy around three central priorities: grassroots empowerment, nationwide resource mobilisation and policy-driven party leadership.
The party is expected to elect new national executives at its December National Delegates Conference.
