The Office of the Special Prosecutor (OSP) has arrested Freeman Sarbah, the Acting Head of Legal at the Ghana Revenue Authority (GRA), in connection with ongoing investigations into suspected corruption and related offences.
According to an official statement released by the OSP on Monday, November 3, 2025, Mr. Sarbah is being investigated for suspected corruption and corruption-related offences, as well as obstruction of justice.
The allegations are linked to the controversial GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.
The OSP’s statement, shared on its official X (formerly Twitter) account, indicated that the arrest forms part of a broader inquiry into the circumstances surrounding the SML agreement, which has attracted significant public scrutiny over possible irregularities and breaches of procurement and governance standards.
The brief statement read:
“The Office of the Special Prosecutor (OSP) has arrested the Acting Head of Legal at the Ghana Revenue Authority (GRA), Freeman Sarbah. Mr. Sarbah is under investigation for suspected corruption and corruption-related offences, as well as obstruction of justice, in respect of the GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.”
The OSP, led by Special Prosecutor Kissi Agyebeng, has in recent months intensified efforts to investigate high-profile public sector contracts and alleged acts of corruption within key state institutions.
As of the time of filing this report, the OSP had not provided further details on Mr. Sarbah’s arrest or whether formal charges have been filed. The GRA has also not issued an official response to the development.
The SML contract was initially designed to enhance revenue monitoring in the downstream petroleum sector, but it has since come under investigation over questions of value for money and contract transparency.
The OSP says investigations are ongoing.
