Ghana’s legislature has given final approval to a new law that will overhaul how scholarships are managed across the country through the creation of a Ghana Scholarship Authority.
The bill, championed by Education Minister Haruna Iddrisu, sailed through its third reading on Thursday after receiving unanimous support from lawmakers. Speaker Alban Bagbin announced its passage, marking the end of months of legislative scrutiny.
Designed to enhance accountability and improve the fairness of scholarship distribution, the legislation introduces a centralized authority tasked with coordinating and supervising scholarship programmes nationwide.
Parliament had earlier paused consideration of the bill following strong objections from the Citizens’ Coalition, a civil society network that argued the proposed reforms were too significant to be fast-tracked under a certificate of urgency. The Presidency subsequently advised lawmakers to broaden consultations before moving forward.
Those engagements have now concluded, clearing the way for the bill’s approval and setting the stage for what government officials describe as a more transparent and efficient scholarship system.
