Ghana’s Ministry of Gender, Children and Social Protection says it is working with security agencies and international partners following reports that a foreign national allegedly recorded and circulated intimate videos involving Ghanaian women without their consent.
In a statement issued on 14 February 2026, the ministry said preliminary information suggested the individual may not currently be within Ghana’s jurisdiction. However, it stressed that this did not lessen the seriousness of the alleged conduct or the state’s responsibility to pursue accountability.
The ministry described the non-consensual recording and distribution of intimate images as a criminal offence and a violation of privacy and dignity.
It said that prior to the reports, it had already been collaborating with the Ministry of Communication and Digital Innovation and other relevant agencies to address image-based sexual abuse.
Measures outlined include digital safety interventions, engagement with online platforms, and systems for reporting and removing abusive content.
According to the statement, these mechanisms are now being applied to the current case.
The ministry added that it is working with the Ghana Police Service, security institutions and international partners to explore all lawful options available, including cross-border cooperation and mutual legal assistance.
Support services, including psychosocial care and legal assistance, are being coordinated through confidential channels to protect victims’ privacy and wellbeing. The ministry said it operates toll-free helplines for complaints and inquiries related to abuse and violence.
It also urged the public to exercise caution in their interactions, both online and offline.
The ministry reaffirmed its commitment to protecting the rights, safety and dignity of all persons, and said jurisdictional limitations would not prevent appropriate action from being taken.
