The Ministry of Finance Ghana has announced the release of a Public Financial Management (PFM) Compliance League Table, describing it as a major step toward strengthening transparency, accountability, and fiscal discipline in the public sector.
In a statement, the ministry said the initiative is intended to improve the management and use of public resources by providing an objective, evidence-based assessment of how public institutions comply with the Public Financial Management Act, 2016 (Act 921), its regulations, and related laws.
According to the ministry, the PFM Compliance League Table also fulfills a commitment made by government in the 2025 Budget Statement to publish a performance assessment of public institutions based on their adherence to public financial management rules and procedures.
The league table serves as a benchmarking tool that measures the extent to which public institutions comply with the legal framework governing the use of public funds.
The ministry said the rankings are intended to promote transparency and accountability while encouraging institutions to improve their compliance systems.
It added that the table also identifies institutions with significant compliance gaps, highlighting the need for targeted corrective measures and stronger enforcement to ensure proper management of public resources.
The ministry further stated that, through its PFM Compliance Division, it will take steps to address persistent non-compliance by engaging institutions that recorded low compliance scores and supporting them to identify and correct weaknesses in their financial management systems.
The statement said the ranking of selected covered entities has been published as part of the initiative.
