Construction of the 540-metre Volivo Bridge over the Volta River is expected to begin in the first quarter of 2027, following the opening of bids for the project, which has remained stalled for nearly a decade despite funding arrangements dating back to 2016.
Presidential Spokesperson and Minister for Government Communications, Felix Ofosu Kwakye, announced this in a statement on Thursday, November 5, 2026, saying the Mahama administration had revived the project as part of its strategic infrastructure investments.
The bridge, a cable-stayed structure, is designed to provide a permanent crossing between Volivo and Dufor Adidome, improving transportation and connectivity between communities on either side of the Volta River.
Mr Ofosu Kwakye said international competitive bidding for the project commenced on July 24, 2026, with bids opened on November 5 to pave the way for the selection of a contractor.
In a separate statement, the Ministry of Roads and Highways confirmed that an evaluation team had been constituted to assess the submitted bids, with the process expected to be completed within seven days.
Minister of Roads and Highways, Kwame Governs Agbodza, reaffirmed government’s commitment to the project, describing it as an important infrastructure investment expected to facilitate trade, improve access to essential services and stimulate economic activities in surrounding communities.
He also highlighted the partnership between Ghana and Japan in the construction of the bridge, describing the project as an important symbol of the longstanding relationship between the two countries.

“We must build this bridge as one of the most concrete pieces of evidence of cordial and progressive relationship between the people of Ghana and Japan,” Mr Agbodza said.
He expressed confidence that a contractor would be selected to commence work with the necessary government support.
When completed, the bridge is expected to complement other major road projects in the corridor, ease the movement of people and goods across the Volta River and improve access to economic and social opportunities for communities in the area.
The opening of bids marks a significant step towards the realisation of a project that has remained on the drawing board for years despite funding arrangements secured in 2016.
