Ghana’s anti-corruption fight faces enforcement, political will challenges – GACC report
Share on WhatsApp

The Ghana Anti-Corruption Coalition (GACC) has released the 2025 State of Corruption Report, highlighting progress and persistent challenges in Ghana’s efforts to combat corruption and strengthen transparency, accountability and good governance.

The report, which is the third edition of the GACC’s flagship publication, assesses developments in Ghana’s anti-corruption landscape between January and December 2025.

It examines the country’s performance on key corruption and governance indicators, the work of state accountability institutions, as well as the contributions of civil society organisations and the media to the fight against corruption.

According to the report, accountability institutions made progress during the period under review through investigations, prosecutions, audits, public education and asset recovery initiatives.

However, it identified enforcement gaps, weak implementation of anti-corruption measures, limited political will and inadequate and unsustainable funding as major challenges undermining efforts to address corruption effectively.

The GACC said these challenges continue to constrain the ability of institutions responsible for promoting accountability to fully deliver on their mandates.

The report draws on evidence from several sources, including the Corruption Perceptions Index (CPI), Afrobarometer surveys, Auditor-General’s reports and the Ibrahim Index of African Governance, alongside other credible sources.

It also assesses developments within Ghana’s broader anti-corruption framework and provides recommendations aimed at improving the effectiveness of accountability institutions and strengthening governance systems.

The GACC has called for measures to improve enforcement, ensure effective implementation of anti-corruption policies and strengthen the capacity and independence of institutions responsible for promoting accountability.

It further emphasises the need for sustainable financing and stronger institutional support to enable accountability bodies to effectively investigate and prosecute corruption-related cases and recover assets.

The report is expected to serve as a resource for policymakers, state accountability institutions, civil society organisations, development partners, researchers, the media and citizens working to promote transparency and accountability in Ghana.

The GACC said the findings and recommendations are intended to contribute to ongoing efforts to strengthen Ghana’s anti-corruption framework, improve public trust and advance good governance.
