The Member of Parliament for Tolon, Hon. Habib Iddrisu, has formally invoked Ghana’s Right to Information Act to demand detailed accounts of how billions of cedis collected under the Energy Sector Levies (Amendment) Act, 2025 have been used.
The MP is raising concerns over what he describes as a failure by the Ministry of Energy and Green Transition to comply with statutory reporting obligations.
In a petition addressed to the Ministry on Wednesday April 29, the First Deputy Minority Whip said Parliament has not received the mandatory annual report on the Energy Sector Support Account, months after the legal deadline.
“My checks with Parliament indicate that the report on the management of the account has not been submitted since 31 March this year, as mandated by law,” Iddrisu stated. “This raises serious concerns about transparency and accountability in the management of public funds within the energy sector.”
Under Sections 3 and 4 of the Energy Sector Levies Act, 2025, the Energy Minister is required to establish and maintain the Energy Sector Support Account and submit an annual report to Parliament detailing how funds from the Energy Sector Shortfall and Debt Repayment Levy are collected and spent.
But the Tolon MP insists that obligation has not been met.
“It is necessary to obtain this information to support our oversight responsibilities as Members of Parliament and to ensure that the use of these funds reflects the public interest,” he said.
Iddrisu is demanding a breakdown of the total revenue accrued from the levies, along with a comprehensive list of expenditures, organised in a manner that allows for clear public scrutiny.
