Interior Minister Mohammed Mubarak Muntaka has defended the controversial raid on the home of former Bank of Ghana Governor, Dr. Ernest Addison, describing the operation as legal and authorized by a valid court warrant.
The raid, which took place on the morning of Wednesday, March 19, 2025, involved approximately 20 armed operatives led by Richard Jakpa, Director of Special Operations at the National Security Secretariat. The officers, some of whom were masked and armed with AK-47 rifles, reportedly disabled the property’s CCTV system upon entry and demanded access to alleged “vaults” said to be on the premises.
Dr. Addison, however, denied the presence of any vaults or large sums of cash in his home. Despite his denial, the operatives conducted a thorough search of the residence and left with the CCTV monitor and control unit. No vaults or significant amounts of money were discovered during the operation.
The incident has sparked widespread criticism, particularly from opposition figures and former central bank officials, one of whom described the raid as “unprecedented and disturbing.”
Responding to the backlash during a parliamentary session on Tuesday, June 3, 2025, the Interior Minister, who also serves as the Member of Parliament for Asawase, maintained that the operation was conducted in full accordance with the law.
“Mr. Speaker, prior to the operation, an ex parte search warrant was duly filed before the High Court in Accra on March 12, 2025. It was obtained through the proper legal channels,” Muntaka stated. “The search was executed with strict adherence to due process and in full compliance with state laws. It was meticulously carried out in the presence of the former governor.”
The government has yet to issue a formal report on the findings of the operation, as public debate continues over its legality and the manner in which it was conducted.
